In the strace logs, did you see lots of lines like:
0.000375 stat("/etc/localtime", {st_mode=S_IFREG|0644, st_size=2593, ...}) = 0

If so, I've found another solution (at least for me):
setting the environment variable TZ=":/etc/localtime" does "fix" this for me,
and plasma and kdesc feels now faster than before.
