I don't know about Gnome, I am not a Gnome user, but I am not so sure that a
filesystem or an application can find the encoding of a filename. Is it can,
then yes, files should be read in that encoding. But I am afraid it is not a
KDE issue. If you open a console, you will see the same problem. I believe it's
a FS related issue, but KDE could hide it.
