There is no current way to launch kcontrol, but it has features that enable the
margins of the Desktop to be reset when they cause problems. There is no such
possibility in System Settings. There has got to be a way to launch this
program! It is silly to have a program (it is part of the kdeadmin package) and
no way to launch it.
