Screenshot of second window bar

Version: unspecified (using KDE 4.6.4)
OS: Linux

If you open panel preferences and try to drag and drop the panel by dragging
the window bar area, a second window bar appears above the panel (see
screenshot).
This redundant window bar cannot be removed unless you remove the whole panel.
However, after rebooting the system the second window bar appears again.

Reproducible: Didn't try

Steps to Reproduce:
Open panel preferences and try to drag and drop the panel by dragging the
window bar area.

Actual Results:
A second window bar appears above the panel.

Expected Results:
Nothing should happen as drag and drop of panel is not possible.

Trying to drag and drop the panel is popular behaviour among ex windows users,
as dragging and dropping the panel to the side or the upper brink is possible
there.
