I just tried to reproduce with layouts us and us-dvorak. My observation is as
following:

KDE's shortcuts follow the first configured layout. That is the shortcut ctrl+t
is always as in the first layout. So to say the "physical key" stays the same.
Changing the layout does not influence the shortcut system. This does not only
apply for KDE but also for Qt applications (tested with Qt Assistant).

Firefox (a GTK application) on the other hand adjusts it's internal shortcuts
to the configured layout.
