Kde help center cannot open help documents. I can only see the help index but i
cant open the document.

Reproducible: Always

Steps to Reproduce:
Open help try to look one of the help subjects.

Actual Results:  
It shows the path for the help document but says i couldnt open it

Expected Results:  
open the help
