In KDE3, a certain time I experienced really big delays, even with a local home
folder.
I noticed I lacked the "lo" interface (listed by "ifconfig"), because the
system was a bit broken. Once I re-enabled it, KDE started to work normally.
Anyways, I didn't use NFS, so I guess my problem is unrelated to yours.
