Please try disabling the "Blur" effect in System Settings. If this does not
help, disable desktop effects completely. If this also does not fix the issue,
it most certainly is not a KDE problem, but a video driver problem.

It would help to know which video drivers you are using. Note that (except for
intel), usually many different drivers (open source vs. propietary) exists for
a specific video card, and you might try switching between them. For more help
about video drivers, ask in the Ubuntu forums at http://ubuntuforums.org/
