If the screen's brightness is set to the lowest value, the screen should be
turned off when trying to decrease the screen's brightness further (using the
function keys). It's an easy way to turn the screen off on demand, and save
battery power.

Reproducible: Always

Steps to Reproduce:
Decrease the brightness of the screen to it's lowest value and attempt to
decrease it one more step.

Actual Results:  
Screen stays dimmed on its lowest value, but doesn't turn off.

Expected Results:  
Screen and back-light are turned off.
