Modal dialogs can show on different desktops than their parent window. This is
really annoying, especially on traditionally misbehaving applications like
Firefox, where you can end up with cookie dialogs all over the place.

Example: set Firefox as application for text/html and click on an HTTP link in
Quassel with FF and Quassel running on different desktops. This frequently
results in a cookie dialog opening *under* the Quassel window.

Another issue is that multiple modal dialogs that get opened in rapid
succession (again, Firefox is a frequent culprit, but KMail also loves to do it
with certificate warnings) frequently stacks the windows in the right order, so
you end up having to hunt for the active one to continue. (As a simile, think
"dialog solitaire").

Reproducible: Always


Actual Results:  
Modal dialogs get shown far from the parent window, and sometimes in the right
order.

Expected Results:  
Dialogs pop up over the parent, always showing the active one on top.
