I would suggest a forum first. For example,

has some information about udev entries for Palm devices.

In either case, please state in the downstream bug report that you were not
running kpilot. You could try if the problem also happens in a GNOME session,
or even in a console-only session (runlevel 3). If it does, it would clearly be
a kernel or udev bug.
