The problem is not limited to zip files. Here is a government webpage with
files critical to my wife's work, which have Hebrew filenames and cannot be
opened, renamed, or deleted in KDE 4.5:

This bug is critical enough that I have to remove KDE from the wife's computer
so that she could use these files.
