I installed it from Arch's repositories:
http://www.archlinux.org/packages/community/i686/kcm_touchpad/

It may be that it's incompatible with Chakra's kdemod repositories which I'm
using now, although they are supposed to be compatible with Arch's community
repository. With Arch's usual KDE builds this never happened.
