Still present in 4.3.1. I have also discovered another annoying thing: when I
plugged off my ethernet cable and started system (so there was no Internet
access at all), after KDE launched all the desktop was unusable. So icons
didn't respond on hover or clicking, desktop didn't respond on RMB, ...
