Version:            (using KDE 3.5.8)

You can sort timezones by their names, but I am talking about technical
timezone -- e.g. Greenwich would be the first entry in such ordering.

Same problem in 4.3.1 (kdebase-workspace-4.3.1-1.fc12.i686).
