In that case your cause is different from mine. I have never used Japanese
input.

Please try `ps -ef | grep scim` or `ps -ef | grep skim`.
If process exists, just kill it :)

I checked and I don't have skim (or scim).

But I made another observation which might help hunting this bug down:
Today I triggered this bug again but instead of everything being as ALT was
pressed continuously, it was CTRL now
-> what I did:
 * put the system under load (most time I trigger this bug, that's the case!)
 * pressed CTRL+ESC to open the System Activity program
 * started typing my program's name (before the System Activity appeared!)
 * it appeared but did not allow any text to be entered

so my guess on what is causing this bug is:
When the system is under load, processing a key event and already receiving new
events before that has finished, it "forgets" to release the original event.

This also matches my experience with ALT+TAB as the first action and the ALT
being blocked.
