I "reproduce" this bug quite reliably by switching desktops and immediately
trying to switch windows. (CTRL+Fn, ALT+Tab) This is a normal usage, so it was
quite annoying before I learned the right-click workaround.

* USB keyboard
* most probably no listeners
* no composition, no effects
* focus follows mouse
