To summarize:
 * you have performance problems with both KWin and Compiz
 * you have performance problems since upgrade to Jaunty
 * there are many performance problems listed in Jaunty's Ubuntu and Kubuntu
release notes for different hardware.

=> this looks like an Upstream bug. But to be sure: what's your graphics card
and driver version?
