I have this issue too. 
I have successfully recovered from this bug two times in a row doing this:
1. System Settings -> Accessibility -> Modifier keys -> Use Sticky keys ->
Check
2. Apply
3. Use Sticky keys -> Uncheck
Keyboard still not working
4. Start KCharSelect (for typing some text with copy/paste)
After this keyboard started to work.
