Regarding Arabic, I had a problem in the layout direction ( bug #194432) but I
manage to find where the problem which a missing entry in kdeqt.po file. I
check that file for Hebrew and I find it ok. By the way I run kde4.2.90 with
Arabic and I do not have any problem with RTL layout direction.
