I really like how KDE will restore the apps I had running when I last logged
out.  However, sometimes it can happen that on network connection that's slow
to establish (e.g. wireless) applications which expect the network to be there
are launched before the network is fully brought up.  This can lead to further
problems in each of those applications.  Ideally all applications would
themselves be aware of network state and handle the problem gracefully, but it
seems unlikely this option will be easily achieved.

KDE should know how to wait on the network being ready before restoring
application state.  That's not always the appropriate thing to do, so any or
all of: a preference, a timeout, or a dialog would be helpful to allow work to
proceed when a network isn't available at all.
