This are two different issue unrelated to KWin:

Is the first one about "Desktop Theme Details" (plasma themes configuration) ?
(you didn't translated it)
If it is, changing the details of a theme will not update it automatically but
it creates a new theme called "Custom", which you need to set manually on
Plasma. I know this is not a pleasant behaviour and I remember it being
reported already.

The second one is about the Samba module and the root permissions which aren't
integrated into SystemSettings yet (they will have to wait for KDE4.4) . This
is a known issue which is being addressed.
