If I understood correctly (I installed 4.1.96 & now 4.2 but did not have time
to test), it is now possible to start systemsettings via kdesu, thus you can
edit stuff as normal user.

If this is the case, I would say the issue needs to stay open until the 2.x/3.x
admin button is implemented, as well. The use of kdesu is non-obvious for the
average user.
