While I understand what you're suggesting, let me quickly put out that fire.
No, this is not the 'slow keys' option nor does this issue have anything to do
with it.

To confirm: the option itself is disabled within the Accessibility settings,
and the two times said window -has- popped up (only by pure accident on my
part), I have made sure to select no each time. I can't stand "slow keys" nor
it's respective popup, FYI, and per your message I've actually disabled it's
notification.

Make no mistake when I say this - if this were an issue so simple to take care
of, I'd have already changed it. ;) I'm not a new user to KDE (or Gnome) by any
stretch or length of the imagination.

If you go back and read what I've stated concerning this (several times now),
the issue described pops up whenever it feels like for no reason whatsoever on
my part.
