Do you have any other desktop environment to test with ? (gnome, xfce, ?). If
under another non-KDE environment the key combination doesn't work neither,
this isn't a KDE problem. (it's currently affecting both Qt and GTK apps)

Anyways, you can check if some application is globally catching that shortcut
(SystemSettings->Input Actions) or (SystemSettings->Keyboard & Mouse->Global
Shortcuts)
