Installed from:    Gentoo Packages

As of 4.3.0 (worked fine in 4.2.4), I have no time zones in KDE. Time shows
correctly in a shell using "date" command. System Settings also shows no time
zones, but the correct time in CDT. The clock widget in plasma shows UTC time
and no time zones available.

I will attach a screenshot showing the issue.
