I was forced to format last week due to pilot error on my part, however it
allowed me the chance for more usability time with this particular bug. 

Using KDE 4.2.4, most recent release to the Arch Linux repos, this bug can
begin at any time. When said bug appears, it requires holding down each key for
two seconds or so before the pressed key appears onscreen.

To briefly solve this bug and/or [possibly] disable it's entirety (your
choice):

- With the still-functional mouse, visit KDE's System Settings -> Advanced ->
Service Manager -> Highlight KHotKeys and stop the service. If you wish to
still use the service, start the service once again. If you wish to disable the
service entirely, remove the check and click Apply.

I can confirm, on stopping the service, things immediately began working as
they should. Considering I'm not a wonderful fan of KDE hotkeys, this isn't a
big deal for me. For someone who continuously uses said KDE hotkeys, it's
understandable this could be a very large deal. Nonetheless, this is the quick,
albeit dirty, way of handling the problem on a temporary basis.
