when going through : kde settins -> monitor & display there is apparently no
difference between user mode and administrator mode as you can also change
resolution mode in user mode.

Is has never been the case before ; does it mean now that each user can change
screen resolution for himself whereas in administrator mode the change applies
to all users ?!
