Most of the different fields in system settings are either far too long or far
too short in size.

E.g. there are text fields which contain one number for example, but the field
is hundreds of pixels wide, which makes it look somewhat stupid, since the user
isn't going to enter numbers that long. Examples of such fields can be found at
Regional & Language->Money.

On the other hand, most of the topic bars are too short for the text in the
underlying entries to be fully shown.

The text fields could use a fixed size (that is, a short one) and the topic
bars could adjust automatically according to the window size.
