I can confirm this too, it seems to occur on all kinds of drag and drop
operations (in Dolphin as well as when dragging text in Katepart, but not in
GTK apps like Firefox).

It only affects the cursor while you would be able to drop the item, the
"cannot drop"-cursor is shown correctly.
