I've applied the change on my system. Now, systemsettings is found by krunner,
but it still doesn't appear in classical menu for me.
Please, could you verify this last point? (this is the initial subject of this
bug report)

I think that this change http://websvn.kde.org/?view=rev&revision=809648
prevents systemsettings to appear in classical menu, as the classical menu uses
the application tab of kickoff (all the applications configured to appear in
the System (=Computer) tab of kickoff menu, don't appear in the classical
menu).
