This is actually a bug in systemsettings. The systemsettings.desktop file
incorrectly uses the NoDisplay=true option. This prevents systemsettings from
showing up in kickoff, the classic menu and krunner. In kickoff, systemsettings
can be found in the favourites and computer tabs by default, but this is not
the case with the classic menu, plus that you can easily remove it from there
and never find it again. And in krunner, you have to type "systemsettings" to
find it (and it is found as a command in $PATH, which means there is no icon
for it).

There is a patch in launchpad (see link in comment 2) that fixes the problem.
