ok, another proposal, pushing things forward enough that i'll be back home (on 
July 25) to handle Beta and RC.

July 27: Beta

August 10: RC 

August 17: .0 Tagging 
August 24: .0 Release


Sept 11: .1 tag
Sept 14: .1 release

.2 and .3 tags keep the same date
