kgamma moving to plasma

as discussed with david edmundson and albert astals cid I just
submitted a ticket to move kgamma kde/worksace so it can be released
with plasma next month.

kgamma is a kcm to calibrate your monitor colours.  it is a specialist
tool so it'll stay in its own module and tar.  master is currently
kdelibs4 which is no use to anyone much, frameworks branch is ready to
merge which I'll do after the move in projects.kde.org
