the "gamma" proposal - details that need working out

that is exactly the point. the trick we want to pull off is to make it so that 
media doesn't go about proclaiming it wildly at "4.0" and take the thunder 
out of the "real" release event.

the gamma is a release: it is 4.0-pre-announcement.
