[rekonq] autoScrolling in WebView

Hi,

personally I would not merge this patch as it is.
Was just an initial hack after crawling over the bugtracker.
Currently I'm moving to Munich, so in a few days probably I can work on a real 
solution with variable speed and mouse interaction.
