They're based on DPI and are supposed to scale independently, so, yes - better than pixels. Whether <tt style="background: #ebebeb; font-size: 13px;">units.gridUnits</tt> or <tt style="background: #ebebeb; font-size: 13px;">units.smallSpacing</tt> is used seems to depend solely on the scale needed and your willingness to do multiplication.
