however, it should be done for all the clocks.
since the tooltip text is updated into clockapplet class, it would be misformatted for all applets that don't support this.
I feel more stuff should be moved down in clockapplet.. it's difficult for the bits of dataengine connection tough...

When using a clock applet, seconds are often not visibles. But sometimes you need them.
This patch shows them in the tooltip of the applet.
Analog-clock has been updated to refresh the tooltip every seconds.
