Replace kimpanel in kdeplasma-addons with a rewrite version

As a input methdo developer, I would say Qt input method plugins are currently 
implemented from input method side, in order to replace XIM and communicate 
with input method. So currently most common communication of input method is 
something like:
Keyboard Event -> Qt input method plugin, XIM <-> input method <-> input 
method UI.

I'm not sure that multiple qt input method plugins is a good idea, since all 
thing can still be done at the input method side.
