Review Request: Change device notifier tooltips to respect plasma tooltip style

As soon as I finish rebuilding KDE from scratch, I'll do that.

Well, maybe the first one only, the problem is that the separator
alone is small, but with the text below it takes quite some space.

Yes, it takes *way* too much space. And, what's the point? The user
will learn very soon what this widget does, so then it's kinda
unnecessary. There are a lot of other plasmoids out there. Some of
them do have a header, some of them don't. I have a crazy idea.....
make it like in calendar popup, which has a small stripe with a tiny
icon, just for uniform look. Is that possible without architectural
changes (extender)? Or remove it.
By the way (this is offtopic ;), why is that strip in calendar so large now?

Yes, sure

Now I'd like to propose one more crazy idea. Device list is
essentially a list of items (devices), and actions associated with
them. Same as KRunner. It has an interface for adding actions to items
as well. Maybe convert the actions for devices into
Plasma::ToolButtons to look more like KRunner? There is a problem now
with the device actions list, there is a point between actions such
that when hovered, there's no selection rectangle.. it's gone. Please,
look at this as well.
