I developed a panel with grouping support. If you're talking about the other 
panels out there, like the netbook one, while technically possible it's not me 
who you should ask. :)

The panels are plasmoids, but they need to stay in an other window compared to 
the desktop otherwise you wouldn't be able to put a window behind it.
