How does the plasma change wallpaper?

what is the use case for modifying the plasma configuration file(s) by a non-
plasma process?

(we do have the Plasma::Theme use case ...)

for what i'd like to see for a dbus interface in plasma.

simply accepting an absolute path and a wallpaper mode won't actually work 
just like that because wallpapers are plugins and may provide totally 
different means and ways. essentially we need to expose the wallpaper's own 
settings, and that needs to be exposed via the containment the wallpaper is 
providing the background for.

does that make sense?
