Review Request: Add the ability for applets to change autohide timeout value

that's a graphics driver issue, same one as the intermitent "panel doesn't 
repaint itself when i change desktops" one.

and you probably can't reproduce this particular problem with the clock 
because it doesn't autohide the tip,and as such is a bit different than other 
tips.
