this is what containments are for (which folderview also is).

there is some additional refinement work left: in 4.2 we'll have a gui for configuring them (which right now can only be done by hand in the config file) and wallpaper rendering separated out into plugins as well.

but yes, another background is actually really substandard for a few reasons, primarily among them that with this approach every time you click on an icon you'd bring the folderview in front of other widgets (and worse, with no visual hint!)

transparent background was extensively discussed and determined to be a non starter.
