You dont seem (i'm not sure of that) to have the default oxygen theme activated in your screenshot.
This theme is normally activated by default with new fresh settings.

If you dont have changed the default theme for your new user, can you please provide a screenshot of your whole desktop with the list of the plasmoid ?
