Been facing the same issue on my end for the last 2 days too.

I managed to get it "working" by replacing libneon-27.dll from the official installer on owncloud.com.

Still trying to figure out why this is the case.

Btw, the latest revision uses openssl 1.0. 2 days ago it was still using 0.9.

How did you get the mingw32 files for openssl 1.0 on your OpenSuse machine?

regards,
Subject: [Owncloud] can not load owncloud plugin for csysnc

iv just built owncloud on opensuse 12.2 (i tried both 32 bits and 64
bits) using mirall sources available in the git repo at present (i
tried all the way to commit 07258deaaf99e8327c76ba16902bdb7865054eb8)
god news is that the linux builds are working, bad news is that all my
windows builds are not, im able to create an installer (NSIS) and it
installs, opens all the way past the initial credentials page, then
while attempting to sync i get this error:
"

can not load the owncloud plugin for csync
"

here is how i built the csync:

cmake ../ocsync -DCMAKE_BUILD_TYPE="Debug" -DCMOCKA_LIBRARIES=$HOME/opt/

cmoka/build/src/libcmocka.so -DCMOCKA_INCLUDE_DIR=$HOME/opt/cmoka/cmocka-0.2.0/include -DLOG_TO_CALLBACK=ON -DWITH_LOG4C=OFF
make

and here is how i built mirall

cmake ../mirall -DCMAKE_TOOLCHAIN_FILE=$HOME/bleeding/mirall/admin/win/Toolchain-mingw32-openSUSE.cmake -DCMAKE_BUILD_TYPE="Debug" -DCSYNC_BINARY_DIR=$HOME/bleeding/ocsync-buildwin/ -DCSYNC_INCLUDE_PATH=$HOME/bleeding/ocsync/src/ -DCSYNC_LIBRARY=$HOME/bleeding/ocsync-buildwin/src/libocsync.dll
make
cpack -verbose

here is my log:
http://pastebin.com/1t2DnYXv
and a snapshot on XP, (actually the same thing happend on win 7)
