I found that this bug only occurs when the desktop scale is not set to 100%
(mine is 125%). 
I downloaded it from the daily builds on
Jenkins:https://binary-factory.kde.org/job/Okular_Release_win64/
Also, the version from the Microsoft Store has this bug too.
