I am not familiar with any other document viewer with support for tabs, other
than Konqueror if you want to consider it as such, which does open links in new
tabs when middle-clicked.

PDF viewers in web browsers (at least chromium-based ones) also open internal
links in a new tab when middle clicked, if you count them as document viewers.

Sioyek (PDF viewer without tabs) opens internal links in a web browser when
middle-clicked.

Evince doesn't support tabs, but offers the option to open internal links in a
new window when right-clicked, which is probably the closest thing.
