I actually meant fullscreen, but I didn't notice the annotation toolbar behaved
differently from the default toolbar.

I originally edited the default toolbar to work as a button sidebar with only
the tools I wanted and it wouldn't show up in fullscreen mode, but the
annotation toolbar works so I'll edit that instead. Thanks.
