Yes, this is the place, set the severity to wishlist instead of normal :)

I would suggest you open a new issue, and now that we know what's happening you
can explain better what the problem is, otherwise have this "tainted" issue in
which you say "this doesn't work" and i say "oh but it does", until we discover
that "it's not a bug, but it feels weird".

If you open a new one as a wish it will be more clear what you think should
happen.

Title should be something like "Both pages should be considered as current page
for annotations sidebar 'only show current page' ption when in facing pages
mode" or something like that.
